Signing of a Grant Agreement for Grant Aid to Benin: Supporting Logistics Improvements in West Africa Through the Construction of Grade-Separated Interchanges at Major Intersections | News & Public Relations

Posted on October 21, 2026 by Editor in Chief

On October 9, the Japan International Cooperation Agency (JICA) signed a Grant Agreement (G/A) with the Government of the Republic of Benin in Cotonou, Benin, for the “Cotonou City Bedoko Intersection Grade-Separated Interchange Construction Project (Phase 2).” The agreement was signed that day by Hug Oscar Locos, Minister of External Resource Mobilization and Debt Management attached to the Minister of Economy and Finance of the Republic of Benin, and Kazunori Shibata, Director of the JICA Benin Office.

Scenes from the signing ceremony

This project involves the construction of an elevated bridge on the opposite lane (east-to-west direction) as a follow-up to Phase 1, which involved the construction of an elevated structure at the Bedoko Intersection (west-to-east direction). Together, these two phases will alleviate traffic congestion at the Bedoko Intersection—a key transportation hub in Benin—and contribute to improving logistics in Benin and neighboring countries. Japan has designated the “West Africa Growth Ring”—which includes Benin—as one of its three priority regions for corridor development in Africa, alongside the Nakara Corridor and the Northern Corridor, and this project contributes to the realization of this initiative.

The business overview is as follows.
