Implementation of Measures | News & Public Relations

Today, our organization has decided to take measures—including denying the following individuals the right to act as contracting parties with our organization and to serve as parties to procurement contracts under our financial assistance programs.

(Scope and Duration of Measures)

POLY-GLU SOCIAL BUSINESS Co., Ltd. (Japan, Corporate Number: 2120001166677)

September 25, 2026, through December 24, 2026 (3 months)

(Details of the Measures)

1. In contracts to which this organization is a party, the contractor’s eligibility to participate in open competitive bidding, selective competitive bidding, design-competitive bidding, or other forms of competitive bidding shall be suspended for the duration of the measures. Furthermore, the contractor shall not be selected as a party to a non-competitive contract.

2. With regard to procurement contracts under financial assistance projects (grant and loan) implemented by this Organization, the Organization shall not permit any party to be a party to such contracts during the period of the measures, nor shall it include such procurement contracts within the scope of financial assistance. However, in cases where it is determined that this would clearly cause disadvantage to the beneficiary country of the financial assistance, or in other similar circumstances, separate provisions shall be established in accordance with the Measures Regulations.

3. During the period in which these measures are in effect, joint ventures that include the aforementioned persons as members shall be treated in the same manner as described in 1. and 2. above; furthermore, the participation of the aforementioned persons as subcontractors or in similar capacities shall not be permitted.

This measure is being implemented in connection with the “Project to Promote and Demonstrate Water Supply Using Simple Purification Systems in Rural Communities” under the Overseas Expansion Support Program for Small and Medium-Sized Enterprises in Tanzania, as it was determined that POLY-GLU SOCIAL BUSINESS Co., Ltd.’s failure to repay, over an extended period, the overpayments it generated during the implementation of the “Project for the Promotion and Demonstration of Water Supply Projects Using Simple Purification Systems Targeting Rural Villages” constitutes “fraudulent or dishonest conduct.”

While our organization has been committed to preventing fraud and corruption, in light of this incident, we are determined to redouble our efforts to prevent such incidents from recurring.
