(Scope of Measures and Duration of Measures)

Impact World Co., Ltd. (Japan, Corporate Number: 4010001082157)

(Details of the Measures)

In contracts to which this organization is a party, the contractor’s eligibility to participate in open competitive bidding, selective competitive bidding, design-based competitive bidding, or other competitive bidding processes shall be suspended for the duration of the measures. Furthermore, the contractor shall not be selected as a party to a discretionary contract.

2. With respect to procurement contracts under financial assistance projects (grant or loan) implemented by this Organization, the Organization shall not permit any party to participate in such contracts during the period of the measures, nor shall it include such procurement contracts within the scope of financial assistance. However, in cases where it is determined that such action would clearly cause disadvantage to the beneficiary country of the financial assistance, separate provisions shall be established in accordance with the Measures Regulations.

3. During the period of these measures, joint ventures that include the aforementioned parties as members shall be treated in the same manner as described in 1. and 2. above; furthermore, the participation of the aforementioned parties as subcontractors or in similar capacities shall not be permitted.

This measure is being implemented in connection with the “Feasibility Study Aimed at Adding High Value to Horticultural Crops for Export Using the eco-PACT Disinfection Device” under the Overseas Expansion Support Program for Small and Medium-Sized Enterprises in Rwanda, Impact World Co., Ltd. submitted a false report in its final settlement report, and as a result, failed to repay the overpayment for an extended period; this conduct was deemed to constitute “fraudulent or dishonest conduct,” leading to the implementation of this measure.

While our organization has been committed to preventing fraud and corruption, in light of this incident, we are determined to redouble our efforts to prevent a recurrence.
