On August 19, the Japan International Cooperation Agency (JICA) in Addis Ababa, Federal Democratic Republic of Ethiopia, JICA reached an agreement with the country’s Ministry of Urban Development and Infrastructure on the implementation framework for the technical cooperation project “Capacity Development Project for Urban Planning, Development, and Urbanization” and signed the Record of Discussions (R/D). The signing ceremony took place between State Minister Fenta Dejen of the Ministry of Urban Development and Infrastructure of the Federal Democratic Republic of Ethiopia and Hiroyuki Yakushi, Director of the JICA Ethiopia Office.

This project aims to support capacity building for government officials responsible for the systematic development of regional hub cities in Ethiopia, where rapid population growth has led to excessive concentration in the capital, Addis Ababa. First, we will conduct training-of-trainers sessions for instructors from the Ministry of Cities and Infrastructure and regional urban planning agencies to develop personnel capable of delivering training to local cities. Furthermore, in pilot cities, we will collaborate with these trained instructors to provide practical training for local government officials and others on how to address challenges arising from rapid urbanization and economic development. Through these efforts, we will establish a system for the continuous development of personnel responsible for the formulation and implementation of urban plans in regional core cities, thereby contributing to the alleviation of overconcentration in the capital and the realization of sustainable and balanced national land development.

This project involves providing training in the target cities for MoUI, which conducts training for regional core cities, RUPI, and the State Urban Planning Bureau—all of which provide training for regional core cities—in the target cities; by conducting practical training for government officials and others involved in urban planning in multiple pilot cities among the nine target cities; and by revising the training program to improve MoUI’s three-year training plan for regional core cities. This initiative aims to enhance the capacity of MoUI, RUPI, the State Urban Planning Bureau, and government officials in the target cities to conduct training on urban development. This will facilitate the formulation of urban plans in regional core cities and contribute to the management of urbanization.
