Based on the report issued by the fact-finding committee regarding the information leak incident related to the “Metro Manila Railway Line 3 Rehabilitation Project”—a yen loan to the Republic of the Philippines announced by JICA in June 2025—JICA conducted a comprehensive review, including a questionnaire survey and the establishment of an information hotline, under the committee’s supervision. The results of the comprehensive review—including a detailed investigation based on the findings of the fact-finding process—and the progress of measures to prevent recurrence are as follows.
To restore the trust of the Japanese people, we will continue to implement comprehensive measures to prevent recurrence in a consistent and steady manner, and we will properly carry out ODA projects that respond to the rapidly changing international environment and diversifying development needs.
