On December 19, 2025, the Japan International Cooperation Agency (JICA) signed a loan agreement with the Joint Stock Commercial Bank for Investment and Development of Vietnam (“BIDV”), the largest state-owned commercial bank in the Socialist Republic of Vietnam. (“BIDV”), the largest state-owned commercial bank in the Socialist Republic of Vietnam, and signed a loan agreement with BIDV.
The project will be co-financed by the Asian Development Bank (ADB) and three commercial banks (Cathay United Bank Co., Ltd., CTBC Bank Co., Ltd. and Taipei Fubon Commercial Bank Co.
JICA’s support for Vietnam’s largest state-owned commercial bank, in cooperation with the international organization ADB, will demonstrate Japan’s commitment to Vietnam’s economic and social stability, and will contribute to the development of the investment environment in Vietnam, JICA’s support for Vietnam’s largest state-owned commercial bank, in cooperation with the ADB, will demonstrate Japan’s commitment to the country’s economic and social stability, and will contribute to improving the investment environment in Vietnam, thereby further strengthening the cooperative relationship between the two countries.

Business Objectives
This project (JICA loan) will provide long-term loans to BIDV, which focuses on loans to small and micro businesses in Vietnam, to promote access to finance for small and micro enterprises, especially in rural areas of the country, and thereby contribute to sustainable economic growth.
Business Overview
Of the full amount (US$50 million) of the JICA loan through the BIDV, US$30 million will be allocated to micro and small enterprises in rural areas and US$20 million to micro and small enterprises.
