New rules for carry-on baggage. Handbags and other personal items must be “small enough to fit under the seat in front of you.

The Scheduled Airlines Association, a trade association of airlines, has announced new guidelines for carry-on baggage, effective April 1.

In response to a request from the Ministry of Land, Infrastructure, Transport and Tourism’s Civil Aviation Bureau for efforts to ensure on-time operations, this program will establish indicators to promote smooth boarding, and will cover both domestic and international flights.

The baggage allowance is the same as in the past, but two new rules have been established: the total carry-on baggage allowance is two pieces: one personal item and one piece of hand baggage, and the size and weight of each piece of hand baggage is subject to the regulations of each airline (generally, the total of three dimensions must not exceed 115 cm, 10 kg, etc.).

Another prerequisite for items to be carried on board is that they must be of a size and weight that the user can stow on the top shelf himself.

In any case, the measures taken to check in items that cannot be stowed in the cabin in the cargo hold remain the same as before.
