Grant Aid Agreement for the Democratic Republic of the Congo: Supporting Security Stabilization through Strengthening Police Capacity in the Eastern Region and Social Integration of Former Combatants and Displaced Persons | News & PR

The Japan International Cooperation Agency (JICA) signed a Grant Agreement (G/A) with the International Organization for Migration (IOM) on February 12 in Kinshasa, the capital of the Democratic Republic of Congo, for the “Peacebuilding Support Program through Strengthening Social Cohesion and Security in Tanganyika Province (IOM Partnership)”. Agreement (G/A) was signed on the same day. The G/A was signed on the day between Ms. Alexandra Simpson, Director of the DRC Office of the International Organization for Migration, and Mr. Keiichi Okitsu, Director of the JICA DRC Office.

In the eastern region of the Democratic Republic of Congo, which has been in conflict for more than 30 years, this project, in cooperation with IOM, will provide capacity building training for police officers, construction of police stations, equipment to improve police functions, and social integration activities such as vocational training for former combatants and displaced persons.

The Democratic Republic of the Congo is a major producer of important minerals such as cobalt, coltan, and gold, and the eastern part of the country in particular is an internationally important mineral supply area. Stabilization and peacebuilding in the region is an urgent issue for the international community, including Japan, not only from the perspective of ensuring human security, but also from the perspective of ensuring a stable supply of mineral resources.

JICA has been cooperating in strengthening the police capacity of the country through the establishment of a regional police model and support for national police reform, mainly in the capital city of Kinshasa. Based on this experience, JICA will expand its cooperation to the eastern part of the country, where the security situation is more unstable, to further contribute to the consolidation of peace in the country and the strengthening of its industries and the livelihood of its people.

Business Objectives

In Kalemi City, Nyunzu District and Kongolo District, Tanganyika Province, the project will strengthen the security capacity of security agencies through the dissemination of community policing packages (training of police officers, construction of police stations, establishment of community safety committees including residents and support for their activities), support social reintegration of vulnerable groups such as former combatants and displaced persons, and provide psychosocial support to local residents. The project will contribute to stability and social cohesion in the province by providing psychosocial support to the local population, thereby contributing to the strengthening of peace, stability and governance in the Democratic Republic of Congo.

Business

1. strengthen police security management capacity in the pilot sites (Kalemi City, Nyundu District and Kongoro District)

(1) Capacity building training for police officers on community policing

(2) Police infrastructure development (construction of police stations and branches, procurement of transport vehicles, maintenance equipment, etc.)

(3) Support for revitalization of activities of community safety committees (training, support for strategy development, etc.)

2. strengthening the capacity of Tanganyika Province to implement the National Disarmament, Demobilization, Community Reconstruction and Stabilization Program

(1) Strengthen operational capacity (e.g., support for data collection and analysis and strategy development)

(2) Strengthen planning and coordination capacity (support for coordination with relevant agencies and – support for awareness-raising activities, training, etc.)

3. strengthening access to economic opportunities and social cohesion

(1) Strengthening the operation and skills capacity of vocational training centers and collaboration with security agencies

(2) Sustainable socioeconomic reintegration of ex-combatants, IDPs, returnees, etc. (conduct market research, provide vocational training and entrepreneurship support kits, etc.)

(3) Strengthen mental health, wellbeing, and social cohesion (e.g., capacity building training on psychosocial support for community safety committees, implementation of psychosocial support activities in culture, arts, sports, etc.)
