Background and Objectives

Climate change has serious impacts on developing countries, threatening people’s lives, livelihoods, and social infrastructure, and it is essential to promote climate resilient development (CRD). In this seminar, we will discuss the promotion of CRD through development cooperation with international organizations, governments of developing countries, and practitioners. Particular focus will be placed on enhancing synergies and minimizing trade-offs with other development goals, and the possibility of expanding the “TICAD Adaptation Initiative” announced in August of this year beyond Africa will also be discussed. In addition, JICA has developed “Biodiversity-FIT,” guidance to promote nature-based solutions (NbS) and biodiversity-friendly development, and will introduce synergistic efforts to address the “triple global crisis” of climate change, biodiversity loss, and environmental pollution.

Miyazaki, JICA Vice President and CSO, said that the TICAD Adaptation Initiative should be extended beyond Africa to strengthen global adaptation, pointing to the importance of an integrated approach that enhances synergies with development goals and minimizes trade-offs. He also announced the MIDORI Initiative to promote foreign investment and financing in the green sector in the Latin American region.

Mr. Inada, Special Advisor for the Promotion of Sustainability, spoke of the need to address the triple crisis of climate change, biodiversity loss, and environmental pollution in an integrated manner through the introduction of the Nature-Based Solutions (NbS) and the developing Biodiversity-FIT, a biodiversity conservation mainstreaming guidance.

Mr. Hickey, Global Director, Climate Change Group, World Bank Group, emphasized that climate change action is not just an environmental challenge, but a core development strategy, and that reliable and accessible data is key. He also stated that it is essential for international organizations and governments to work together to bridge the gap between finance and technology.

Mr. Tito, Director of International Legal Affairs, Brazilian Development Bank, mentioned the importance of partnership financing, such as raising funds in the green bond market, developing investments in domestic and international green projects, and signing yen loan agreements with JICA to support the activities of medical institutions and small and micro enterprises. He noted.

Martínez Martínez, Director of Urban Management and Urban Development of San José, Costa Rica and Vice President of the Association of Latin American City and Regional Planners (ALPU), said that adaptation measures at the city level can maximize effectiveness when linked to social inclusion, stressing that climate adaptation in urban planning should proceed based on local community participation. He emphasized that climate adaptation in urban planning should be based on the participation of local communities.
