Grant Aid Agreement Signed for Tajikistan: Granting Large-Scale X-ray Inspection Equipment Will Strengthen Customs Enforcement of Smuggling, Improve Cargo Inspection Capabilities, and Speed Customs Clearance | News & Press Releases

Japan International Cooperation Agency (JICA) signed a Grant Agreement (G/A) with the Government of the Republic of Tajikistan on December 10 in Dushanbe, the capital of the Republic of Tajikistan, for the “Cargo Inspection Equipment Improvement Project at Spitamen Customs on the Caspian Sea Route”. The G/A was signed by Mr. Fayziddin Kahorzoda, Minister of Finance of the Republic of Tajikistan, and Mr. Shigetoshi Imai, Director of JICA Tajikistan Office.

This project is associated with the “CA+JAD Tokyo Initiative” declared at the “Central Asia + Japan” Dialogue and Summit (CA+JAD/Khadjad) in December 2025, and is part of the “Strengthening Connectivity including Support for Facilitation of the Caspian Sea Route”. The project will contribute to the stabilization and sustainable development of the Central Asian region, an important partner of Japan in maintaining and strengthening the international order based on the rule of law.

Business Objectives

This project aims to strengthen customs control of smuggling, enhance cargo inspection capacity, and expedite customs clearance by constructing new tracks to secure large railroad X-ray inspection equipment and inspection lines for freight wagons at railroad border customs posts in the Spitamen area, thereby contributing to the realization of a peaceful and safe society in Tajikistan and the Central Asian region as a whole. (1) Description of facilities and equipment:

Large X-ray inspection equipment for railroads, track

(2) Consulting services/soft components include: detailed design, bidding assistance, and procurement supervision. Soft components include training related to image analysis capacity improvement and inspection flow improvement.

1,341 million yen

36 months (scheduled to complete the facility in 24 months, including detailed design and bidding period and 1 year defect period after delivery of equipment)
