In Kenya, children and young people who cannot afford food, clothing, and shelter in poor living conditions tend to turn to delinquency and crime. However, local residents lack understanding of the prevention of crime among children and young people, the rehabilitation and reintegration of children and young people involved in delinquency and crime, and the efforts of the probation officers in charge of these issues are not always sufficient. As a result, children and young people are alienated from the community and do not have opportunities for rehabilitation, leading to further deterioration and radicalization of public security. Therefore, there is an urgent need to establish a probation implementation system, including the establishment of volunteer probation officers based on the Japanese “probation officer” system, in order to promote the understanding of local residents and strengthen the activities of probation officers.

This project aims to establish a probation model at the community level through awareness-raising activities for local residents in the pilot area on crime prevention, rehabilitation and reintegration, training of probation volunteers selected from local residents, and probation activities with probation officers. This will contribute to SDG (Sustainable Development Goal) Goal 16 (peace and justice for all) by preventing crimes committed by children and young people and promoting the rehabilitation and reintegration of delinquent children and young offenders into society.
