Background and Objectives

This event was held to explain the objectives and achievements of the project, the approach to solving issues, the implementation system, and the progress to date, in order to inform relevant organizations of the project, which started on November 29, 2023, under the JICA Green Climate Fund project “Climate Resilient and Safe Island Development Project”. Since the Maldivian government did not have its own pavilion at COP28 UAE, it used the NDC Partnership Pavilion as a venue.

From the Green Climate Fund (GCF) Secretariat, Mr. Garrett Zahir Bill, Deputy Director of the Portfolio Management Department, which manages the project, gave an opening address as well as an overview of the background of the project, the process leading to its implementation, and an overview of the project.

Mr. Ahmed Waheed, Director of the Climate Change Department, Ministry of Climate Change, Environment and Energy, Maldives, then gave a presentation on the status of climate change impacts and measures in the Maldives.

Ms. Megumi Tsukizoe, Disaster Prevention Group, Global Environment Department, JICA, gave a presentation on the implementation of this GCF-contracted project in collaboration with other projects such as JICA’s technical cooperation and grant aid, with an explanation of the implementation structure, financial resources, and cash flow, in order to expand the results and impact of the project.

Mr. Jun Takahashi, JICA Expert, explained the project structure and activities of this JICA GCF-commissioned project. He explained that the project aims to enhance the resilience of the entire country through integrated coastal management, to achieve sustainable maintenance and management through adaptive community-based management, and to strengthen the capacity of Maldivian government officials and communities.

Mr. Ahmed Raid, Senior Coastal Analyst, Department of Environmental Management and Conservation, Ministry of Climate Change, Environment and Energy, Maldives, presented a progress report on the activities. In addition to the status of study on the Integrated Coastal Zone Management Plan, he made a presentation on the features and usefulness of JICA’s technical cooperation projects for capacity building, including training in Japan, training in a third country in Indonesia, and holding seminars in the local Maldives.
