In Cambodia, the Ministry of Public Works and Transport (MPWT) is currently studying a port bill, which the Japanese government supported in its preparation, for enactment as the “Law on Water Transport and Ports. However, no basic port development policy documents, technical standards, etc. have been prepared, and only some parts of the port zoning for coastal areas and comprehensive plans for river ports have been formulated in a disorderly manner based on various interests. Therefore, for the long-term trade promotion and economic and social development of Cambodia, it is necessary to clarify the division of port functions and establish a harmonized port development plan.
This cooperation will support the formulation of basic policies, technical standards, and related manuals for port development planning and capacity building for their operation for MPWT and port related parties, thereby contributing to trade promotion and economic and social development through the implementation of harmonized port development.
