Kigali Municipal Water Utility Operation Improvement Project

The city of Kigali, the capital of Rwanda, and its surrounding areas (Kigali Greater Kigali Area) have not been able to meet the increasing demand for water due to rapid population growth. In the Kigali Greater Kigali Area, WASAC is responsible for the maintenance and management of the three main water treatment plants and the water pipeline network in Kigali City. However, the existing water supply system is not able to keep up with the potential demand, and a 24-hour continuous water supply is not possible, resulting in a constant raining program (planned intermittent water supply). In response to this situation, the Japanese government supported the development of a comprehensive master plan to ensure water supply for future surges in water demand and to make more efficient and effective use of existing and new water supply systems over the long term. The master plan includes a master scenario for meeting the water demand of the greater Kigali area for the target year of 2050 and a 15-year investment plan to achieve the master scenario, but continued support is needed to realize the plan.

This cooperation will strengthen WASAC’s ability to plan and implement the Water Supply Master Plan by helping WASAC strengthen its financial management capacity, achieve non-revenue water reduction, and enhance efficient facility operation and maintenance, thereby contributing to the provision of reliable and sustainable water supply services.
